VELO MONDIAL 2006 CAPE TOWN DECLARATION

 

TOWARDS PROSPERITY

 

Noting that:

    

Safe cycling is a basic human right

o        Cycling plays a critical role in solving global challenges such as economic inequality; obesity and other direct results of physical inactivity; energy consumption; air quality; and road and social safety

o        The earths environment is deteriorating due to carbon emissions

 

It was further noted that Cape Town and the Western Cape have committed themselves to a course of action to address Non-Motorized Transport (NMT) planning, and have achieved notable success in implementing the bicycle master plan and establishing an NMT Council. These communities are to be congratulated for facing these challenges by promoting NMT initiatives.

 

The 350 delegates from 41 countries attending the third Velo Mondial conference, in Cape Town, South Africa, March 5th 10th 2006, agreed that all spheres of government, civil society organizations, and the business sector be urged to work together to promote and deliver safe and increased levels of cycle use. To that end, delegates demand that the best practice that already exists must be harnessed at a now greater speed and urgency to achieve a better future by:

 

o        Reclaiming public space so as to improve quality of life

o        Improving the integration of cycling with other sectors such as: health, public transport,

o        environment, and economic generation

o        Facilitating greater access to high-quality technical expertise on cycling

o        Ensuring political commitment for an increased role for NMT in economic and community

o        Development Planning to retain and encourage the small scale and mixed function of community districts and make these as accessible as possible to the bicycle

o        Building the capacity of community-based organizations and supporting NGOs in order to

o        promote NMT

o        Engaging the business community in providing healthy workplaces

o        Urging Velo Mondial to develop strategies and work with all agencies to ensure that cycling is promoted in international programs, and to report back to the next Velo Mondial conference

o        Finally, the conference calls on all communities to set a ceiling target for private motorized transport usage by investing in NMT.
